Open Question: Why did they name a street after James Penny in Liverpool ?

I was googl'ing the background behind the Beatles song "Penny Lane" and found the name is derived from the street which is named in honor(?) of James Penny who was in favor of the slave trade and an active anti-abolitionist... why would Liverpool name a street after him?
